On September 2, 2011, the eleventh party member election meeting started in the conference room A3 of Citic Dicastal.

The election was arranged by the Municipal SASAC and there were a total of seven constituencies. Citic Dicastal, together with the power companies and other four companies were located in the fifth constituency. Each company was equipped polling place, and the power companies were responsible for hosting work of the vote.

At 10:00 on September 2, all 29 people who had vote right including the union president, Mr Pan Lanji director of the Communist Committee Office, Mr Song Yanan came to the polling place. Before the vote, Mr Song Yanan introduced the three candidates and organized a lively discussion. At 10:30, the staff of power companies arrived at the polling place on time. After intensive vote, this election was closed.

The vote results would be disclosed to the public by SASAC.
